of discharge, and above all by my faculty of fostering amica-
-ble relations with the French officials, Then I was, for
many years, the local representative at Dongkong of the
Commercial Intelligence Branch of the Board of Trade, in
which capacity I was instrumental in largely furthering Bri-
-tish Trade iu the Far East by my personal efforts.
It is,
accordingly, for appointment to a Colony in which sea-borne
thade requires fostering and improving, where such gifts and
ability as I posses may be of service to the Empire, that I

-phoon Refuge at Yaumati was undertaken, although, owing to
the fact that the Harbour Department was not consulted as to
the details of the scheme (during my absence on leave), it
was placed in the wrong situation, with the result that,
while it has been instrumental in saving many lives and much
it has not proved of such wide utility as would have
resulted from my original suggestions being carried out.
